Myanmar Oil & Gas industry


Myanmar Oil & Gas industry is booming. Ministry of Energy, Government of Myanmar awarded onshore oil and gas blocks in Myanmar in 2011. Under current practice, three types of Production Sharing Contracts (PSCs) may be awarded: PSC for onshore blocks; PSC for shallow water offshore blocks; and PSC for deep water offshore blocks. Three Improved Petroleum Recovery (IPR) contracts are also expected to be awarded in the current round of onshore block bidding. Current legislation governing oil and gas in Myanmar includes nine principal laws:

- The Oilfields Act 1918;
- The Oilfields Rules 1936;
- The Petroleum Act 1934;
- The Petroleum Rules 1937;
- The Essential Supplies and Services Act 1947;
- The Oilfields (Labour and Welfare) Act 1951;
- The Petroleum Resources (Development Regulation) Act 1957;
- The Law Amending the Petroleum Resources (Development Regulation) Act 1969; and
- The Myanmar Petroleum Concession Rules 1962.


These laws are mostly based upon British Law Codes of the pre-independence Indian statutes. Although the terms and conditions of Production Sharing Contract (PSCs) largely govern E&P operations, the above mentioned Oilfields (Labor and Welfare) Act 1951 is of continuing importance to contractors and their service companies. A new petroleum law has been drafted and is under review by the Attorney General’s office.

Myanmar Oil and Gas Bidding Round – 2013


International oil and gas exploration and production companies from all over the world expressed interest and participated in 2013 rounds of bidding for onshore, shallow water offshore and deep water offshore oil and gas blocks in Myanmar. for 2013 Myanmar Oil and Gas Onshore Bidding Round fifty nine (59) companies were pre-qualified. Out of these fifty nine pre-qualified companies, twenty two (22) companies submitted proposals for 2013 Myanmar Oil and Gas Onshore Bidding Round. On 11th April 2013 Ministry of Energy, Government of Myanmar announced Myanmar Oil & Gas Offshore bidding round 2013. In this offshore oil and gas bidding round eleven (11) shallow water offshore blocks and nineghteen (19) deep water offshore blocks were tendered. Many foreign oil and gas exploration and production companies submitted. This demonstrates international E & P companies andnormous insterest in Myanmar oil and gas industry and potential growth of Myanmar oil and gas sector. Myanmar offers a lot of business opportunities for oil and gas services companies and investors.
